›   Training
People who are Overseeing Works and Contracts where scaffolding may be used should complete the e-learning on the Scaffolding Standard to familiarise themselves with their responsibilities in relation to scaffolding.




›   High Risk Situations
UCL Safety Services must be consulted about all scaffolding work erection/dismantling activities in high risk areas such as:
  • Occupied premises
  • Next to fragile roofs, roof skylights
  • Next to public pathways
  • Next to power lines
  • Next to rail lines etc.
›   Scaffolding Standard
Scaffolding work will normally be part of a UCL Estates project where the work will be managed by a Principal or Main Contractor, who has a responsibility to ensure the operation is carried out safely. However, UCL requires that ALL scaffolding work, including that managed directly by UCL Estates, complies with the UCL Scaffold Standard v2.00.

Where UCL Estates maintenance task involves the use of prefabricated aluminium towers, either equipment supplied by a contractor or owned in house, towers are not to be erected other than by a competent person trained and PASMA (Prefabricated Access Suppliers' & Manufacturers' Association Ltd - Towers for Users) certificated.

Before UCL Estates staff use a tower supplied by a contractor the UCL Estates manager/supervisor must be in possession of the handover certificate. If Estates take over responsibility for it, the UPO must arrange for an inspection by a suitably qualified and experienced person at handover.

›   Responsibilities for Estates Staff
This UCL Scaffold Standard v2.00 must be communicated to and adhered by all persons involved directly or indirectly in scaffolding procurement, delivery, erection, alterations, dismantling and removal from a site. It is the responsibility of UPOs and other Estates managers as well as contractor site managers to ensure that this happens.

Safety Services may carry out scaffolding inspections of any scaffolding involved with a UCL activity.
