Study of Draft Bills: 1999-2000

The new parliament saw a big increase in draft bills being submitted for pre-legislative scrutiny, with three draft bills in the first session and six in the second. This joint study with the Hansard Society is the first systematic attempt to learn the lessons so far, to find out what value is added by this extra stage in the legislative process, and how it can be made more effective.
