ISBN 0 9527960 4 X
172 pp.
Dowload the pdf

This is a detailed study of the functions, powers and funding of a National Assembly for Wales, and its relations with Westminster, Whitehall and the European Union. The report suggested holding a referendum in advance of introducing legislation in order to test opinion in Wales: the Labour Party changed its policy on the need for a referendum the following day. The report argues that if the Assembly is to develop separate policies for Wales it will need legislative powers.

Chapter headings in the report are: Lessons from the 1970s; Devolution in the 1990s; Role and Functions of an Assembly; The Powers of an Assembly; Cabinet vs Local Government Model; Relations between the Assembly and Central Government; Quangos in Wales; Relations with Local Government and with Europe; Finance; Electoral Systems and the Size of the National Assembly for Wales; Entrenchment and Resolution of Disputes; Timetable and Costs of Implementation.
