4: An Assembly for Wales by Robert Hazell (June 1996)
This is a detailed study of the functions, powers and funding of a National Assembly for Wales, and its relations with Westminster, Whitehall and the European Union. The report suggested holding a referendum in advance of introducing legislation in order to test opinion in Wales: the Labour Party changed its policy on the need for a referendum the following day. The report argues that if the Assembly is to develop separate policies for Wales it will need legislative powers.
